Sloppy Joe Stuffed Biscuits are a delicious way to enjoy your ground veal! The veal mixture is made with traditional tomato sauce recipe for a homemade sloppy joe filling with a few changes to make it lower in carbohydrates. The savory biscuit dough is shaped into a muffin pan, filled with the veal mixture, then baked in the oven.
I love a good challenge. Challenges make my brain work harder allowing growth. So, when the NY Beef Council asked me if I would be interested in working with veal, of course, I said yes! Not only is it a challenge to think of a recipe and how I will implement it, but it is a challenge to have it work out on the first run of the recipe!
How I came up with this veal recipe.
Once I knew I would be making recipes with veal, I began thinking about what I wanted to make. One way I like to come up with recipes is to take ideas for other foods I have eaten and enjoyed and make them fit a new ingredient. For this recipe, I took the concept of a sloppy joe sandwich. Since I don’t eat bread anymore (or instead I eat it rarely) and I am trying to get back on track with my diet, I thought it would be cool to stuff a biscuit with the sloppy joe filling.
How I implemented my Sloppy Joe Stuffed Biscuit recipe.
I love Keto Biscuits. However, when it came down to making my recipe, I realized that the regular keto biscuit recipe wouldn’t work for what I wanted to do.
My original thought was to have the filling wholly encased with the biscuit. Keto biscuit batter is not capable of doing this. I could have gone with a fathead version of dough, but I wanted a biscuit-like texture, not a bread like one. So, I compromised. I made biscuits, but I formed them into the shape of a cup so I could fill them with the veal mixture.
How I came up for the name of Sloppy Joe Stuffed Biscuits.
Believe it or not, naming your recipe when following a diet can be tricky. While I feel this recipe fits the Keto diet for me, it may not be considered keto by others because the flour mix I used has tapioca flour in it. Tapioca flour is not a keto approved flour. So, that threw Keto out the window when it came to naming my recipe.
For those who are carb conscious, there are 18 regular carbs in the recipe. This nutrient-packed powerhouse of a recipe also has 25 grams of protein and 12 grams of fiber. A delicious dish that is also nutritious!
Do you fill the biscuit before or after baking?
Often when making a keto pizza crust, you need to prebake it, then put your toppings on. I tested this recipe both ways. I baked the biscuits in the muffin tin first and I also tried baking some with the filling inside the biscuit at the same time. The results were you do not have to bake the biscuit alone first. You can fill all your muffin cups and then bake!
Things to keep in mind when cooking with ground veal:
- Due to Veal’s milk-based diet, it is pink rather than red. It does not “brown” when sauteeing in a skillet.
- Veal is naturally lean and is a good source of protein. I made this to fit my keto diet by adding butter to the skillet when sauteeing the ground veal.
- The flavor profile of veal is very mild. Keep this in mind when adding spices and don’t be too heavy handed on the seasonings.
- Don’t be afraid to try it, it is delicious and nutritious!

Tips for making Sloppy Joe Stuffed Biscuits
- Have all your ingredients in place before starting your recipe. This makes for quick and easy transition to each step.
- Immediately place dirty dishes in sink, this elminates a mess all around you when making the recipe!
- When forming the biscuits into cups, if the dough begins to stick to your fingers, lightly dampen them with a little water. This will eliminate sticking!
- Once baked, let the cups cool about 5-10 minutes before attempting to remove from the muffin tin.
- Use a butter knife to assist in removing the biscuit cups from the muffin tin!

For the filling:
- 1 lb ground Veal
- 1/4 cup onion, diced
- 1/4 cup bell pepper, chopped
- 1 tbsp butter
- 1 cup tomato sauce
- 2 tbsp sugar free brown sugar
- 4 tbsp Reduced Sugar Ketchup
- 1 tbsp apple cider vinegar
- 1 tbsp Worcestershire Sauce
- 2 tbsp tomato paste
- 1/2 tsp Salt
For the Biscuits:
- 3 cups Paleo Baking Flour Blend
- 1/4 tsp Baking Powder
- 4 large Eggs
- 4 tbsp Water
- 4 tbsp melted butter
To make the filling
- In a saucepan, melt butter over medium high heat until bubbly. Add the onion and bell pepper and saute for 3-4 minutes, until vegetables are softened.
- Add the ground veal and cook over medium heat until no longer pink.
- Add tomato sauce through salt and stir to combine. Simmer on low for about 5 minutes.
To make the Biscuit
- In a mixing bowl, place flour mix and baking powder and stir to combine.
- Whisk eggs with 2 tablespoons of water and add to flour mix along with melted butter.
- Stir to combine.
- Using about 1/4 cup of biscuit dough, press in muffin tin and up along the sides to form a cup.
- Fill cup with sloppy joe mixture and sprinkle with a little cheddar cheese if desired.
- Bake in a 350 degree oven for 10-15 minutes, or until biscuits look browned and cheese has melted.
